The situation

Marcus, 32, is an independent iOS developer in Austin. He's been building apps for 9 years, his primary app, a productivity tool for freelancers, has 40,000 active subscribers paying $4.99/month through Apple's in-app purchase system. His Apple Developer account generates $180,000 in annual revenue.

On a Tuesday morning, Marcus receives an email: "Your Apple Developer Program membership has been terminated. We have determined that you are not eligible to hold an Apple Developer Program membership at this time." The termination notice cites Section 5.1.3 of the Developer Program License Agreement, "Developer may not enable or otherwise allow any third party to create Derivative Works of Your Application without Apple's written permission", and references "associated account concerns."

Marcus has 14 calendar days to petition the App Review Board. He has one chance.

(a) "Associated account concerns" is Apple's most opaque termination category. It means Apple believes his account is connected to another developer account that violated their policies. This could be a former collaborator, a contractor he worked with briefly, or a business partner. Apple doesn't say which account or which connection. The winning petition must affirmatively demonstrate that any identified relationships are legitimate and non-fraudulent, without knowing what Apple found.

(b) The petition format is not a free-form letter. Apple expects: a specific response to each cited violation, a description of the improvements Marcus is planning to make, and an improvement plan that addresses the Developer Code of Conduct AND the DPLA. Vague "I promise to comply" appeals are rejected. Specific "Here is the account relationship you found, here is why it is legitimate, here are the controls I am implementing" appeals succeed.

(c) A poorly structured appeal permanently ends reinstatement rights. Apple states explicitly: "You may only submit one appeal per Apple Developer Program account; any duplicate appeals you submit will be closed without review." If Marcus sends an emotional, poorly organized appeal, he loses the only chance to present his case.

(d) Apple Developer Relations cannot help him. The App Review Board cannot advise Marcus on what arguments to make. Apple's support team responds only with the original termination notice language.
