USCG Merchant Mariner Credential Suspension & Revocation Response

Reference guide. Last verified 2026-07-13. Sources cited below.

The situation

A credentialed merchant mariner receives a Coast Guard Suspension & Revocation Complaint alleging negligence, misconduct, incompetence, a drug/alcohol violation, or a false statement, and must file a written Answer within a strict, non-negotiable 20-day deadline or risk default and losing hearing rights entirely. USCG's own case-tracking infrastructure is confirmed by a fresh federal audit to be fragmented and error-prone, and the only existing help is full maritime-attorney representation.

Who receives this

Merchant mariners, deckhands through captains and engineers, holding a USCG Merchant Mariner Credential who receive an S&R Complaint, primarily tugboat/towboat, offshore supply, fishing vessel, and small commercial vessel crew who are less likely than deep-sea union mariners to have employer- or union-provided legal defense.

Why the agency will not advise you

The Coast Guard Investigating Officer who files the Complaint cannot advise the mariner on how to answer it. USCG's own S&R process guidance is dense official documentation, not a response-building tool. The only "competitors" found are two maritime law firms selling representation through content/lead-gen marketing sites, no software product exists anywhere in this space.

Key facts, with sources

When to bring in a professional

Self-serve responses fit routine cases: clear facts, amounts a business can absorb, and a deadline still ahead of you. Bring in a licensed professional when the amount at stake is large relative to their fee, the facts are genuinely disputed, criminal exposure is possible, or the deadline has already passed. A short paid consultation to sanity-check your plan is often worth it even when you handle the filing yourself.
