The situation

Tomás, 29, an indie Android developer in Austin, wakes to the email every solo dev dreads: "Your Google Play Developer account has been terminated due to association with a previously terminated account." His three apps, $4,200/month in revenue, four years of work, are gone from the store. He has never had another account. Two years ago he briefly contracted for an agency that (he now suspects) had an account banned; or maybe it's the coworking-space Wi-Fi; or the old laptop he bought used. Google won't say. His appeal must somehow rebut an unnamed association, in 1,000 characters. The forums tell him the two ways to make it permanent: write an emotional 1,000-character plea that gets a canned rejection, or open a fresh account, which gets auto-terminated under the cascade rule and marks him further. Google Play Developer Support cannot coach him against Google's own enforcement.
