The situation
Priya, 38, is an independent optometrist running her own optical practice in Leicester. In February 2026 she received a GOC Investigating Committee referral notice: a patient complaint about a missed referral. Priya has 28 days to submit written representations to the IC.
The GOC's January 2025 Standards of Practice, launched just 14 months before Priya's referral, are the benchmarking framework the IC will use to assess her clinical decision-making. The 2025 Standards replaced the older guidance Priya trained under.
What Priya doesn't know: The IC response that works best is not a factual rebuttal of the patient's complaint, it is a structured demonstration that Priya's clinical decision-making met the relevant 2025 Standards domains (Standards 1-4 covering clinical care and referral), with specific reference to the clinical evidence she had at the time, the referral pathway options she considered, and her subsequent professional development. The IC is not a court; it is assessing fitness to practise holistically.

Secondary: employee optometrists not in the Association of Optometrists or whose AOP membership doesn't cover full FTP representation.
Why the agency will not advise you
GOC cannot advise registrants on how to structure their representations against its own IC process. The new January 2025 GOC Standards created a new benchmarking framework that makes all pre-2025 FTP guidance stale, practitioners who received guidance under the old standards framework need new 2025-aligned response structures. Specialist regulatory solicitors charge £3,000–£10,000 against an optometrist's typical £45,000–£80,000 income, a meaningful but not insurmountable cost.

The IC can decide: no case to answer (case closed), a warning (issued without further hearing), voluntary removal from the register, or referral to the Fitness to Practise Committee for a formal hearing. The GOC has the power to impose conditions, suspend, or erase a registrant from the register, erasure permanently bars the optometrist from practice.
