Merchant mariners, deckhands through captains and engineers, holding a USCG Merchant Mariner Credential who receive an S&R Complaint, primarily tugboat/towboat, offshore supply, fishing vessel, and small commercial vessel crew who are less likely than deep-sea union mariners to have employer- or union-provided legal defense.
Why the agency will not advise you
The Coast Guard Investigating Officer who files the Complaint cannot advise the mariner on how to answer it. USCG's own S&R process guidance is dense official documentation, not a response-building tool. The only "competitors" found are two maritime law firms selling representation through content/lead-gen marketing sites, no software product exists anywhere in this space.
